What happens when a child’s financial exploitation falls between the systems designed to protect them? This paper finds that economic harm can be fragmented across multiple legal and institutional frameworks, leaving important patterns of exploitation difficult to recognize and address. It proposes a framework for identifying those patterns and protecting a child’s economic interests through the transition to adulthood.
